On the 14th of May 2019, the European Court ruled that all countries within the European Union must set-up a system to measure the working hours of their employees.

The purpose of the ruling is to protect employees by making sure all labour laws are complied with.

Although the United Kingdom is no longer part of the EU, it may well be that the U.K. may still choose to adopt this ruling, as was done with the acceptance of GDPR.
